Employment
Main legislative framework for labour relations is provided by Labour Act. Provisions of the Act provide safeguards both for the employer and the employee. Some specific issues, like health insurance and education, are more specifically regulated by special legislative acts and/or international treaties that are in force in the Republic of Croatia.
Employers, employees, workers’ council, trade unions and employers can agree on working conditions that are more favorable for the employee than those set by law. Employer, employers’ associations and trade unions can agree in a collective agreement on less favorable working conditions than those prescribed in the Labour Act, but only if the law expressly provides for that. If any of the rights deriving from the employment is regulated differently in the employment contract, work regulations, agreements between the workers’ council and the employer, collective agreement or law, the right that is most beneficial for the employee will be applied, unless the Labour Act or any other act provides otherwise.
Every employer who employs more than twenty employees is obligated to adopt and publish work regulations which govern salaries, organization of work, procedures and measures to protect the dignity of workers, safeguards against discrimination and other issues important to employees employed by the employer, if those matters are not covered by the collective agreement.

RÉGIMEN FISCAL
Los aspectos esenciales del sistema impositivo han venido evolucionando con el programa de política económica y con el marco legal de la actividad mercantil. La nueva legislación fiscal que se ha ido elaborando responde a un deseo de modernizar el sistema impositivo teniendo en cuenta el deseable equilibrio de las cuentas públicas.

SALARIES
The Act provides for the obligation of determining a gross salary which must be cited in the employment contract and which will be paid to the employee for his/her work. Moreover, the Act defines a minimal gross salary to be paid in accordance to the employee’s qualifications. For difficult working conditions, overtime, night work and work on Sundays, holidays or any other day for which the law provides that it is not a working-day, employee is entitled to a salary increase.
Minimum amount of a gross salary in 2019 in the Republic of Croatia is 3.750,00 HRK (≈506 EUR).
Beside the regular salary, determined on the basis of labour regulations, income tax and contributions are also paid on all that the employer pays or gives to the employee for work done. Payroll calculation is done in accordance with the provisions of the Income Tax Act, Income Tax Regulations, and Contributions Act, while the tax payers who are domiciled or habitually resident in the municipality / city which also has the obligation to pay surtax prescribed, need to calculate also that tax.

ARCHITECTURAL FEES
Architectural fees are legally regulated and determined. This is a prerequisite for architects' independence, the quality of their work, and the objectivity of advising investors. Architectural fees are determined according to the scope of the service, which means that design activities must not be offered and contracted in the way of price competition. In the foreground, the service fees should not be set, but the quality of the work and the expert competence of the architect.
Honors have been established and prescribed as mandatory in the Ordinance on the prices of HKA services (OG 85/99).
Within the framework of the lowest and highest rates, architects have the right to demand the appropriate fee for the appropriate individual job. They only receive these royalties for their work, and they have to cover the business of their bureau. Taking the commissions is historically unacceptable, and also entails the professional and disciplinary processes within the Chamber. The honors of such a reward for investors are obvious: the architect's independence is as important as the objective control of the works of a construction company.
By architect's supervision, the investor invests less investment risk than "one-handed design and construction" systems. For an architect's honor, the investor gets a full suite of services, including a full-fledged wealth of designers and practitioners.

ON-LINE CALCULATOR OF ARCHITECTURAL SERVICES
An online calculator for the calculation of architectural services is a free application based on the Rulebook on Architect's Standard of Services and the Regulations of Other Engineers' Chambers (except Electric Engineers) in the area of ??building design and spatial plans. It is intended for architects and assumes the knowledge of the Rulebook on the standard of services of architects and the method of calculation in accordance with its provisions.
The application is available online, with login with username and password, and the data obtained by calculation can be saved, recalled and printed. The data you enter are confidential and will not be viewed and / or processed by the Croatian Chamber of Architects or third parties in any way! CONSTRUCTION
Amendments to the Construction Act (published in OG, 20/17) came into force. Amendments have removed the existing barriers and simplified the system of issuing acts for the construction and use of buildings. PROCEDURE:
· PURPOSE OF THE PLOT
Whether and what kind of construction or reconstruction is allowed can be checked in the relevant spatial plan. Spatial plans can be viewed in the Physical planning information system https://ispu.mgipu.hr/
· LOCATION INFORMATION
Written information from the spatial plan on the planned land use and requirements for project implementation for specific land can be obtained from the competent administrative department for physical planning and construction in the form of location information.
· EVIDENCE OF LEGAL INTEREST
If according to the spatial planning document the desired construction/reconstruction is possible, it is necessary to provide evidence of the right to build.
· MAIN DESIGN DEVELOPMENT
The main design is a set of aligned designs providing the technical solution of a construction work and attesting compliance with the essential requirements for the construction work, as well as with other prescribed and determined requirements and conditions.
· LOCATION PERMIT
A location permit is exceptionally issued. Issuing a location permit is initiated on the basis of the application of an interested party.
· BUILDING PERMIT
The construction/reconstruction of a construction work may commence only on the basis of a building permit. The application for building permit issuance shall be submitted by the investor to the competent office for construction and physical planning in the place where construction or reconstruction of a construction work is planned. Since April 2014, the request can be submitted in electronic form.
· E-PERMIT
The Ministry of Construction and Physical Planning developed the ‘e-permit’ system, which enables that all building and use permits for construction works are issued electronically.
· NOTIFICATION OF THE COMMENCEMENT OF CONSTRUCTION, SETTING-OUT AND MARKING OF THE CONSTRUCTION SITE
The commencement of construction shall be notified in written form to the competent office for construction and physical planning no later than eight days before the commencement of construction. Prior to commencing construction, the investor shall ensure that the setting-out of the construction work is performed and that the construction site is fenced and marked.
· PERIOD FOR COMPLETION OF BUILDINGS
The Building Act stipulates that buildings, depending on the group to which they were classified, shall, with regard to their external appearance and the development of the building plot, be completed within the prescribed periods.
· ENERGY CERTIFICATE
The owner of a building is required to obtain the energy certificate prior to the issuing of the use permit.
· USE PERMIT
The application for issuing the use permit shall be submitted by the investor, or the construction work owner, to the competent body for administrative construction activities.
PHYSICAL PLANNING
The Physical Planning Act (Official Gazette 153/13, 65/17) regulates the physical planning system: aims, principles and subjects of physical planning, spatial monitoring and monitoring in the field of physical planning, spatial planning requirements, adoption of the Spatial Development Strategy of the Republic of Croatia, spatial plans including their development and adoption procedure, implementation of spatial plans, building land development, property postulates of building land, development and supervision.
The physical planning information system is an application of the Ministry of Construction and Physical Planning that merges into one unit the Geoportal, Cadastre and spatial plans, enabling to end users, i.e., every citizen simple access to information on rules of space use, on plans under construction and reports on public debates.
